PROBLEM TO BE SOLVED: To obtain a water-repellent substrate having both superior water repellency and a superior photocatalytic function on the surface, also having an antifouling effect and dew condensation preventing effect and preventing the deterioration of a water-repellent coating film by a photocatalyst layer even when the coating film is made of an organic polymer resin. SOLUTION: A water-repellent coating film 2 is formed on the surface of a base material 1 and a photocatalyst layer 3 using an anatase type titanium dioxide sol prepared by heating an amorphous titanium peroxide sol at >=100 deg.C is disposed on the coating film 2 to obtain the objective water-repellent substrate having superior water repellency and a superior photocatalyst function. Since a tough water absorption preventing layer having excellent durability in addition to superior water repellency and a superior photocatalytic function is formed on the surface of the base material, not only deterioration due to salt damage, frost damage, neutralization, or the like, but also the growth of algae are prevented.
