PROBLEM TO BE SOLVED: To keep a line quality constant when a propagation environment or a moving speed is varied by increasing a control target value in the case of detecting the error of a received frame and reducing the control target value in the case of not detecting. SOLUTION: In a receiving circuit 303, a frame error detecting part 311 inspects the presence/absence of error through the use of a CRC code each time of receiving a frame. Then, the part 311 imparts the result of inspecting the presence/absence of the error to a control target value upstate part 312. The part 312 increases the control target value in the case of detecting the error of the frame by using the imparted result but gradually reduces the control target value in the case of not detecting the error of the frame. Thus, when the propagation environment of a multipath or the moving speed is varied, the control targed value is changed in a short time to keep the line quality constant.
