PROBLEM TO BE SOLVED: To construct a cushioning device on the bottom of a pool made of stainless steel plates without using fixing tools such as bolts or the like. SOLUTION: Beltlike base plates 6 made of a steel plate coated with polyvinyl chloride are arranged on the bottom plate 5 recessed in the bottom 3 of a pool 2 made of stainless steel plates at every specified distance. Stainless retaining bands 7 are put over on the upper face of the beltlike base plates 6, and both ends 7a, 7b of the retaining bands 7 are welded to the upper face of the bottom plate 5 to fix the beltlike base plates 6 to the upper face of the bottom plate 5. A polyvinyl chloride sheet 9 is put around a cushioning material 8 made of a synthetic resin foam body, and a polyvinyl chloride sheet at the underface part of the cushioning material 8 and the upper face of the beltlike base plate 6 are fused together with a welding agent to lay a cushioning layer 10 at the bottom 3 of the pool 2 and lay a polyvinyl chloride waterproof sheet 1, on the upper face of the cushioning layer 10. Then, the underface of the waterproof sheet 11 and the polyvinyl chloride sheet 9 on the upper face of the cushioning material 8 are melted with a welding agent.
