PROBLEM TO BE SOLVED: To obtain a hand cleaner capable of quickly washing off an ink, a coating material, an oil fouling, a malodor, etc., without a fear of clogging a water drainage pipe and without a fear of connecting to environmental disruption of rivers or seas. SOLUTION: This hand cleaner is obtained by adding and mixing a solvent, a vegetable oil, a surfactant and water with a silas (pumiceous sand) balloon having 40-300μm particle diameter as a principal component and converting the resultant mixture into a viscous liquid state.
