PROBLEM TO BE SOLVED: To improve the efficiency of work for forming a traveling course by easily forming each traveling course up to plural target points in a soil removing area (target area) at which a vehicle is allowed to arrive without requiring much time and labor and depending on a conventional method such as a teaching method and to improve the efficiency of soil removing work and land leveling work by uniformly and tightly arranging plural target soil removing points in the soil removing area. SOLUTION: Based on the positional data (the positional data of a boundary 20) of a target area 21 inputted to an area data input means, plural target points 26' in the area 21 are generated. When the generated positional data of plural target points 26' are successively applied, a vehicle 13 is successively guided and traveled to plural target points 26' in the area 21.
