PURPOSE: A flat heat generator is provided to improve a heat generation effect by using an aluminum sheet. CONSTITUTION: A flat heat generator includes an insulating layer(2), an aluminum sheet layer(3), a carbon paste layer(4), a patterned aluminum layer(5), a patterned insulating layer(6), and a sealing layer(7). Terminals(9,9') are connected to the aluminum sheet layer(3) and the patterned aluminum layer(5). The insulating layer(2) is made of polyethylene resin, and the aluminum sheet layer(3) is made by depositing aluminum on the insulating layer(2). The patterned insulating layer(6) is made of polyethylene resin, and the patterned aluminum(6) is made by depositing aluminum on a bottom surface of the patterned insulating layer(6).
