PURPOSE: Travel speed controlling circuit and method in a carrier is provided to safely travel in a travel of a photoelectric sensor in the carrier, and to prevent speed deviation between an encoder mounted on a wheel of a slave shaft and a return velocity used in controlling an output torque. CONSTITUTION: A circuit for controlling travel speed comprises a sequencer(2) outputting a command through an output card to control the travel speed; an inverter controlling speed of a travelling motor; an encoder(10) calculating travelling speed and distance to control the inverter; wheels of a driving shaft and a slave shaft(8a,8b) moving a carrier according to output of the travelling motor; and an encoder(11) outputting a travelling number into the sequencer. Method for controlling the travel speed comprises a first process loading by checking whether a hanger is left or right line; a second process travelling the carrier after outputting a target position; a third process calculating the travelling distance, the target position, stop command position and deceleration starting position; a forth process travelling the carrier at high speed; and a fifth process stopping the carrier while the carrier is arrived in the target position.
