PURPOSE: Provided is a manufacturing method of thermoplastic starch which is used to manufacture biodegradable resin composition and has excellent reactivity. CONSTITUTION: The manufacturing method of thermoplastic starch is characterized by adding 1-5parts by weight of maleic anhydride, 0.1-0.5parts by weight of peroxides or azo compound initiation agent to mixture of starch of 70-90wt.% having a moisture content below 2% and plasticizer of 10-30wt.% based on the total weigh of mixture; melting and mixing with two-axis extruder.
