PURPOSE: An opener/closer is provided to be automatically opened by the detection of a sensor when flooding and to be automatically closed in a dry season. CONSTITUTION: A structure of a sluice gate contains the steps of: installing a sluice gate composed of a hinge(2) and a pump room(1), and installing a nozzle(4) for inletting and out letting transporting liquids filled in the upper and lower spaces of a weight(6) to the upper and the lower parts of the weight at an upper and a lower ends of the sluice gate. When water is flooded, an operation switch is operated by the detection of a sensor or by a manual control. Then, the sluice gate is completely opened as a weight center of the sluice gate is leaned upward of the sluice gate as moving the weight to the upper part of the sluice gate and as moving the liquid in a storage tank at the upper part of the sluice gate to the lower end of the weight by the operation of a pump.
