PROBLEM TO BE SOLVED: To determine a communication order with smaller loads, to reduce loads more on a network and to minimize the increase of the loads of the broadcast control of its own terminal. SOLUTION: The system is composed of a server 1, plural terminals 2 and the network 3, a broadcast message is broadcasted on the network 3, the plural terminals 2 are made to respectively broadcast respond to the broadcast message in respectively different response time bands intrinsically determined by the plural terminals 2 and the response time is minimized. In such a manner, since the response time corresponding to a number intrinsic to the terminal is set by the terminal itself, the load is not applied to the entire network 3.
