PROBLEM TO BE SOLVED: To permit the execution of laying work for a heating panel simply by a method wherein a plurality of sheets of unit panels are connected mutually through independent and immovable connecting devices, in a floor heating panel constituted of a plurality of sheets of unit panels, in which a heat generating body and a flooring material are arranged sequentially on a felt. SOLUTION: A unit panel 1 constituting a floor heating panel is constituted of a heat generating body 3 laid on a felt 2, and a flooring material 4 covering the heat generating body, while the unit panel 1 is formed so as to have a size equal to one unit of a tatami or one sheet of a veneer plate. A drum type connecting member 5 is employed to connect such unit panels 1, 1 mutually while the connecting member 5 is engaged with a connecting hole 7 having the same configuration as the connecting member 5, when two sheets of unit panels are abutted against each other through connecting grooves 6 provided on the end part of side surfaces of respective unit panels 1, whereby neighbored unit panels 1, 1 can be connected so as to be immovable. The floor heating panel having a required size is laid by connecting two sheets of unit panels 1, 1 employing the connecting member 5 in such a manner.
