The toilet seat is pivoted to a seat cover on the toilet bowl. The seat is annular in shape. It has three layers, namely a first top layer made of soft plastic, a middle layer consisting of water, and a bottom layer consisting of rigid material, forming the surface by which the toilet seat rests on the toilet bowl.
