PROBLEM TO BE SOLVED: To provide a simple and low-cost hand-operated adjusting device capable of vertically moving a seat with ease. SOLUTION: This hand-operated adjusting device 12 for adjusting a height of an automobile seat has first and second attachment parts 20, 22 for supporting a seat member capable of moving between a descent position and an ascent position. A torque tube 26 extended between the first attachment part 20 and the second attachment part 22 provides a turning axis. An actuator 30 selectively provides a rotating input to the torque tube 26. The adjusting device 12 has an elastic member 32 supported by the torque tube 26, while the elastic member 32 assists the seat member to move from the descent position to the ascent position when the actuator 30 is operated.
