PROBLEM TO BE SOLVED: To prevent the heat sealing conditions from varying during the standby time by changing slightly the heat sealing time, removing the standby time and then restoring the heat sealing time to the original length of time when the standby time is provided in between the feeding time and the heat sealing time of a plastic film layer. SOLUTION: When the standby time is provided in between the transferring time and the heat sealing time of a plastic film layer 1, the heat sealing time is shortened slightly. Then, when the standby time is removed, the sheet sealing time is restored to the original length of time. Heat sealing conditions of the plastic film layer 1 are adjusted by the arrangement, and even when preheating is applied to the plastic film layer 1 by a fixed sealing bar 2 and a movable sealing bar 3 during the standby time, the heat sealing conditions of the plastic film layer 1 are not varied. In that case, the length of shortening time of the heat sealing time is selected based on the length of the standby time by a control device 18, and when the standby time is removed, the heat sealing time is restored to the original length of time automatically.
