PROBLEM TO BE SOLVED: To prevent rainwater from being collected in the hollow part of a tire displayed outdoors by continuously providing, on an annular mounting part to be mounted on a horizontally laid tire, a draining sheet part situated within the central opening part of the tire, and forming a draining hole in the draining sheet part. SOLUTION: A rainwater penetration-preventing device 20 for a horizontal tire 10 is formed so as to have a funnel form as the whole in free state by use of a water impermeable synthetic resin sheet or film. This horizontal tire device 20 comprises an annular mounting part 21 to be mounted an the annular side surface part 12 of the tire on the major diameter side, a funnel-like draining sheet part 22 on the minor diameter side, and a draining hole 23 farmed in the bottom of the draining sheet part 22. A bag part is provided on the maximum diameter part of the annular mounting part 21, and an expansible and contractible member such as rubber is provided within the bag part. This horizontal tire device 20 is mounted on a horizontal tire 10H at the top of horizontally stacked tires.
