PROBLEM TO BE SOLVED: To impart a purifying function to the surface of a substrate of org. matter, inorg. matter, or further org.-inorg. hybrid matter by forming a surface layer on the substrate surface with a composite contg. the photocatalytic titanium oxide and transition metals enclosed in a polymer gel as an org. matter protective material. SOLUTION: A substrate 1 is painted white with a wafer paint to provide a surface 2. Copper as a transition metal 5 is supplied into a coating agent contg. a photocatalytic titanium oxide 4, diluted with isopropyl alcohol, etc., and enclosed into the polymer gel of an org. matter protective material 3 to obtain a composite on the surface 2 of the substrate 1. The composite is sprayed by an extremely low-pressure turbine coating machine to obtain a surface layer 6. A compressor is not needed in this method, and a combination of a turbine for generating extremely low-pressure air and a gun is used. The formed surface layer 6 is hardened at 50-300 deg.C to obtain a surface layer 6a. Consequently, the photocatalytic titanium oxide 4 is supported over the whole surface of the substrate 1.
