PROBLEM TO BE SOLVED: To more quickly expand a balloon in the event of a collision to improve the safety by putting a fish tape in a pipe on the inside of the bumper of a vehicle so that the fish tape is pressed, when the vehicle is collided, to operate a switch. SOLUTION: A hose 2 is provided on the inside of the bumper of a vehicle 1, and a fish tape 3 is put therein. When the vehicle is collided, the fish tape 3 is pressed to push a switch 9, whereby a current is carried to ignite explosives, and a balloon 8 is swollen. This device has no bad effect on the car design since the appearance is not changed if this device is mounted. Further, the balloon 8 is quickly expanded in a collision without malfunction since this device is mounted on the head of the vehicle, and the safety can be thus more improved.
