PROBLEM TO BE SOLVED: To provide an ATS-P ground device capable of maintaining its operation even if a part of the device causes a failure and having a simple configuration and a control method therefor. SOLUTION: A code processing device 1 forms an information processing circuit into a double system consisting of information one system and information two system and maintains its operation even if a failure of the system on one side occurs. Power supplies are connected with each ground piece 2, 3, 4 in parallel, the supply of power supply to the ground piece which causes a failure is stopped by a switch 1-1 when the failure of a part of the ground piece occurs, and the operation of the other normal ground piece is maintained.
