PURPOSE: A congestion detecting and protecting circuit of a microcomputer is provided to detect congestion by oscillation frequency and by outputting a signal from a control unit, and to operate a circuit stably with simple program and the circuit. CONSTITUTION: A congestion detecting circuit is composed of a microcomputer(20) controlling the entire operation according to program; a constant voltage unit(10) supplying power to the microcomputer; an oscillation unit(40) supplying constant oscillation frequency to the microcomputer and other units; a congestion detecting unit(50) receiving the signal from the oscillation unit, and outputting the signal in detecting the congestion; a signal generating unit(60) outputting a congestion signal in detecting the congestion through the congestion detecting unit or in outputting the abnormal signal from the microcomputer; and a reset unit(30) initiating the microcomputer in inputting the congestion signal from the signal generating unit. The congestion detecting and protecting circuit operates stably, and detects congestion by the oscillation frequency and by the control unit with simple program and the circuit.
