PROBLEM TO BE SOLVED: To provide a manufacturing device for an overhead optical cable which can be increased in cable manufacturing efficiency. SOLUTION: The device is equipped with an extruder which forms an intermediate product N having a support wire and an optical cable united at a connection part, a separation part forming device which forms a separation part at the connection part, and a rest-length forming device 24A which slackens the optical cable and the rest-length forming device 24A is constituted by spirally arranging cylindrical rolls 30a to 32l; and grooves 34a to 36l determining the winding position of the intermediate product N are formed on the flanks of those rolls 30a to 32l, which are so arranged that when the intermediate product N is wound around the grooves 34a to 26l along the roll array direction, the intermediate product N is wound spirally more than once.
