PROBLEM TO BE SOLVED: To obtain a developing device and an image forming device that are reduced in manufacturing cost by simplifying drive and control mechanisms for recovery and transport of fresh toner, and simplifying the structure of toner replenishing roller. SOLUTION: A fresh toner and recovered toner respectively contained in storage parts 6 and 7 in the toner container 2, are discharged from the discharging port 4 through open parts 8 and 9 of a separating member 5, and replenished to a developing part (18) by a toner replenishing roller 3 arranged opposite to this discharging port 4. The toner replenishing roller 3 is provided in common for the fresh and the recovered toner. The toner replenishing roller 3 is provided with a single rotary shaft 10 and plural combined members 11 being engaged/ fitted with this rotary shaft 10, the respective combined member consists of a hollow body in a cylindrical shape and respective elastic body in the cylindrical shape being engaged/fitted with a periphery of this hollow body, and the respective combined member 11 is disposed respectively corresponding to storage parts 6 and 7. |
