PROBLEM TO BE SOLVED: To reduce with simple configuration the error rate of an output signal and to reduce fluctuation of the error rate. SOLUTION: This device is provided with a waveform-shaping means 40 for shaping the signal waveform of a video signal corresponding to a control value supplied from the outside, a control means 22 for calculating the control value based on the reference waveform part of the video signal and a prescribed ideal waveform, and a first storage means 23 storing plural ideal waveforms. In this case, the control means 22 successively calculates the plural control values, while successively using the plural ideal waveforms stored in the first storage means 23 and the ideal waveform, with which the control value to minimize the error rate of the waveform-shaped video signal is calculated, so as to use it as the ideal waveform for control value calculation.
