PROBLEM TO BE SOLVED: To improve the stability of core by constituting a system so as to calculate a stability index with inputs of signal of reactor instrumentation system and the results of process computer and get stability disturbance causes definitely and quantitatively. SOLUTION: A process computer 10 input with LPRM (local power) signal, reactor pressure P, core inlet flowrate W and feed water temperature calculates axial power peakingϕ1, reactor thermal power Q, channel inlet flowrate W1 and core inlet enthalpy H. A stability monitoring device 20 input with the values calculated by the process computer 10 calculates each factor in a factor calculation part 21. In an index calculation part 22, a plurality of stability indexes are operated based on each factor calculated by the factor calculation part 21. A judgment part 23 judges whether or not the stability indexes exceed the predetermined set values and generates alarm in case of exceeding the set values. In an indication part 24, the judged results of the judgment part 23 and the stability indexes calculated in the index calculation part 22 are indicated.
