PROBLEM TO BE SOLVED: To prevent a valve of a hydrothermal reaction vessel from being clogged and worn by inorganic suspended matter when subjecting organic chlorine compound-containing solid matter such as firebrick that has been used in an incinerator to hydrothermal treatment. SOLUTION: This device is provided with a slurry tank 1 in which slurry S of solid matter is stored, a high pressure pump 2, a first stop valve 4, and a hydrothermal reaction vessel 5 connected to the slurry tank 1, a second stop valve 6, a discharge vessel 7, and a third stop valve 8 connected to the hydrothermal reaction vessel 5, a separator 9 connected to the third stop valve 8 and for subjecting products of the hydrothermal reaction vessel 5 to solid-liquid separation, and a control mechanism 14 for controlling the first, second, and third stop valves 4, 6, 8. The control mechanism 14 is set so that an action is repeated in which when after the first and second stop valves 4, 6 are made into an open state and the third stop valve 8 is made into a closed state, pressure in the discharge vessel 7 rises to a specified high pressure value, the first and second stop valves 4, 6 are made into a closed state and the third stop valve 8 is made into an open stated, and when after that, the pressure in the discharge vessel 7 is lowered to a specified low pressure value, the first and second stop valves 4, 6 are made into an open state and the third stop valve 8 is made into a closed state. |
