PROBLEM TO BE SOLVED: To ease the problems of disposal or reclamation site of residual soil while improving the greening environment by neutralizing alkaline soil with ferrous sulfate to adjust the pH to a proper value. SOLUTION: As a neutralizing agent, ferrous sulfate is mixed with a soil which is alkaline with cement milk or the like such that the base in the soil react with the sulfate of ferrous sulfate and form and precipitate sulfuric acid to decrease the pH to pH 5.0-8.5 which is suitable for the growth of plants and also to adjust the electric conductivity to not more than 1.2 mS/cm. As the residual material of the neutralizing reaction, iron, which helps the growth of plants as a minor component fertilizer, remains. Optionally, bead moss, coconut husk, barnyard manure or the like can be mixed as an acidic material which gives buffering ability against the pH changes. Ferrous sulfate, used as a highly safe food additive, does not cause environmental pollution. It can also be purchased inexpensively, being formed as a by-product in a titanium production process.
