A video encoding device that generates a highly efficient compression stream using a small amount of memory is provided with the following: an encoding unit (105) that generates encoding data for frames subject to encoding by referencing decoded images of frames already encoded to encode the frames subject to encoding; a transmission unit (106) that transmits the generated encoded data to a video decoding device; and a control unit (108) that acquires from a reception side device a normal reception signal which is a signal indicating that all the encoded data for a prescribed number of consecutive frames was received correctly, or a reception error signal which is a signal indicating that some of the encoded data was not received correctly, and that, in a case where a normal reception signal is acquired, stores in memory (101) as key frames the decoded images of the frames subject to encoding, which are encoded at the time when normal reception signals are acquired by an acquisition unit, and in a case where a reception error signal is acquired, references one of the key frames stored in memory to cause the encoding unit to encode the frames subject to encoding. |
