PROBLEM TO BE SOLVED: To provide a form forming unit and a form forming method capable of easily forming a form when a concrete form is to be formed, eliminating the demolition of the form and, at the same time, promoting the strength of the formed concrete form. SOLUTION: Form panels 20 formed in the shape of a frame body reinforced with reinforcing metal bars 22, reinforcing vertical wires and reinforcing horizontal wires and, at the same time, formed by fixing metal meshes 25 so as to cover the surface of the frame are installed so as to surround a concrete casting space, and while interlocking them so as to bridge between the reinforcing metal bars 22 and 22 of the form panels 20 and 20 installed so as to oppose separators 30 having first and second hook sections bent so as to fold back both ends of reinforcement to each other, the second hook section is caulked and fixed to mold a form. By the constitution, the form can be easily formed when a concrete form is to be formed, the demolition of the form is not required and, at the same time, the strength of the formed concrete form can be increased.
