PROBLEM TO BE SOLVED: To accurately output an output torque even when generated torque varies among individuals of a built-in electromagnetic brake by determining exciting current value of an exciting coil required for generation of the output torque of the electromagnetic brake, referring to an output value of a storage device. SOLUTION: In this tension device 4, a mechanism portion 41 is driven by an exciting current I, has an electromagnetic brake for generating output torque, and adds tension to a long material with this output torque during take-up and expansion. A storage device 45 previously records a measured characteristic between the exciting current I and the output torque of an electromagnetic brake. A microcomputer 44 having a torque calculating portion 44a for determining the output torque of the electromagnetic brake corresponding to an inputted tension command value, and an exciting current calculating portion 44b. Thus, the exciting current portion 44b, referring to the output value of the storage device 45, can determine the exciting current I of an exciting coil that is required for generation of the output torque of the electromagnetic brake.
