PURPOSE: An aqueous composition capable of forming a new tropical, water resistant film containing a sulfonated polyester-type specific hydrophilic gelling agent and silicon compounds is provided which has a gloss and does not transfer. CONSTITUTION: The composition being used in particular cosmetic and/or dermatology is a tropical aqueous composition and comprises a)water soluble or water-dispersion terephthalic acid copolyester oligomers having a weight average molecular weight of below 20,000 indispensably having dicarboxylate repeating units of the following formula(1) and one or more silicon compounds as an emulsion form in an aqueous phase. The formula(1) is £-CO-A-CO-O-(CH2-CH2O)n-| in which A is 1,4-phenylene, sulfo-1,3-phenylene or 1,3-phynylene, n is 1-4.
