PROBLEM TO BE SOLVED: To boil non-glutinous rice savorily via two pairs of water absorption and steaming steps. SOLUTION: A primary steamer B and a secondary steamer D are each constituted of a vertically longer container 6, 43 into which grains of rice are input from the upper end so as to be steamed up in steam from a steam supply means 15, 50 before falling down to the lower end where they are taken out. The weight of upper layers of grains of rice limits free expansion of lower layers of grains of rice steamed more to avoid a deteriorated taste caused by excessive water absorption.
