PURPOSE: A system is to generalize the noise signal sequentially by combining the plurality of statistic figure according to the user signal and to make the entire detecting signal. CONSTITUTION: A system comprises a voice detecting sub system(11,13,15), a peak signal filter (20), a noise filter(22), a sub system changing filter(24), and a voice determining logical part(42). The system further comprises an inputting terminal, a first filter which is connected to the inputting terminal, a first comparing means which compares the first standard signal, a second filter, and a second inputting terminal which compares the second standard signal which shows the existence of the voice signal at the communication signal. The second filter includes the moving average filter and the change filter.
