PROBLEM TO BE SOLVED: To provide a production method of particulates coated with resin capable of easily producing high performance/high quality particulates coated with the resin by efficiently executing the supplying and mixing of a raw material and the recovering of the formed particulates coated with the resin and to provide a production device used therefor. SOLUTION: For example, at least either one among a shape, a supply condition and a transport condition of a droplet as an intermediate formed at a particles supply part 10 and containing particulates (particulates) is detected by a state detecting part 40 as a particle state. The obtained detected result is used for controlling a particulates supply source 11 forming the droplet. In this way, the droplet is formed more surely and the particulates coated with the resin is more surely produced as well. A plurality of state detecting parts 40 are provided preferably.
