PURPOSE: An apparatus encoding a variable bit rate is provided to convert a video signal into a coded bit stream in real time. CONSTITUTION: An apparatus encoding assures the high video quality by securing the minimum allocated bit quantity in case that scenes of high encoding difficulty continues, as controlling the total sum of generated bits. The apparatus comprises: a compression encoder(10) for compressing and encoding a video signal in order to output encoding bit stream having a variable bit rate according to a variable allocated bit quantity Bt; and a code quantity controller(20) for controlling the quantity of generated bits. The compression encoder performs the compression encoding process of MPEG2 method, by comprising a discrete cosine converter, a quantizer and a variable length encoder.
