PURPOSE: An elevator is provided to save a cost while constructing, also to easily operate again after restricting the elevation of an elevator cage by operating a first emergency stopper. CONSTITUTION: When an elevating box(2) is elevated, a rope(24) is moved at the same speed as the elevator cage(2) because it is connected to the elevator cage(2) by a linker(28) and a sieve(22) of a speed regulator(23) is rotated. However, when the elevating box(2) is lowered at an abnormal speed, the movement of the rope(24) is restricted by operating the speed regulator(23). According to the fact, one end of the linker(28) is relatively lifted and an emergency stopper(14) is operated.
