PROBLEM TO BE SOLVED: To obtain the subject preparation having high safety even in using various agents, excellent in use feeling and giving a stable emulsified material without adding a surfactant or a diluent by including an acrylic acid.alkyl methacrylate copolymer, etc., as an active component. SOLUTION: This local treating preparation contains (A) an acrylic acid.(a 10-30C) alkyl methacrylate copolymer or its salt, (B) a medical agent and (C) water as essential components. Preferably, the component A is a copolymer of a hydrophilic acrylic acid with lipophilic 10-30C alkyl methacrylate or a salt obtained by neutralizing it with a suitable basic substance and its copolymerizing ratio is >=80 pts.wt. of acrylic acid and <=20 pts.-wt. of alkyl methacrylate, and a concentration of the component A in the objective formulation is 0.1-20.0 wt.%.
