PROBLEM TO BE SOLVED: To provide a means for preventing an electronic (E) book based on E information from being illegally copied and managing the payment (charging) of a charge at the time of copying a part of the E book with a printer and utilizing the printed contents as a book, in the management of charging for copying of the E book by the printer. SOLUTION: The information of an E book is enciphered by an exclusive key (hereafter referred to as a reading key) and delivered. Thereby, the information of the E book can not be read out without deciphering it. At the time of receiving a printing request signal for the delivered E book, a printing request part is selected, a printable delivery file is formed and a charging condition is added to the file to deliver it. At the time of detecting that the file is printed out by a printer 16, it is charged for printing and then the file is prevented from being printed out.
