PROBLEM TO BE SOLVED: To prevent the contents of a program from being rewritten in error due to a runaway of program processing. SOLUTION: In the case of initializing an one-chip microcomputer, the state of an RS type flip flop(FF) 21 is judged, and only when the FF 21 is reset, the data rewriting operation of a flash memory 1 is started. When initialization is unsufficient, the value of an address register 3 is changed to an address other than '0' in the set state of the FF 21 and the program processing of a microcomputer may generate a runaway, but a miswriting in the memory 1 can surely be prevented.
