PROBLEM TO BE SOLVED: To provide an ATM communication network capable of reducing the loads on an ATM exchange, simplifying constitution and reducing a cost. SOLUTION: Based on a communication request from a first radio terminal 11 (X), the ATM exchange 12 (S) sets a communication path between the first radio terminal 11 (X) and a second radio terminal 13 (Y). At this time, to the respective communication paths, the same identifier is imparted as the identifier for specifying the communication path. By performing communication to the communication path set by the same processing as the case of performing the communication to the ATM exchange 12 (S) by the first radio terminal 11 (X) and the second radio terminal 13 (Y), the communication is actually directly performed. As a result, the loads on the exchange relating to data communication are practically reduced.
