PROBLEM TO BE SOLVED: To construct an inexpensive and large scale communication system, to easily secure reliability and to introduce countermeasures against burglary by charging for system utilization by an authentication server provided inside an integrated information communication system. SOLUTION: The integrated information communication system(ICS) 1 is provided with an imparting rule of an address as a computer information/ communication address. Access controllers 2 to 4, 5 to 7 are provided with an inter-conversion table to manage an address system ADS, ADX, an address system ADS, ADY respectively. The authentication server and a connection server are provided inside the ICS 1, an ICS domain name, an ICS user address, an address in common with a calling origin of the connection server, a function module are included inside an IP terminal, is inspected whether it is registered in the ICS 1 or not by the authentication server in the case of communication of the IP terminal and the communication is performed by setting an address, etc., for performing communication between two IP terminals in the conversion table inside an access controller connected with each of the IP terminal and the IP terminal of a communicating party.
