PROBLEM TO BE SOLVED: To guarantee sufficient oxygen supply for reacting both a large quantity of hydrogen and a small quantity hydrogen, particularly for reacting a large quantity of hydrogen while controlling them in the vicinity of a generating place. SOLUTION: A hydrogen stripper has a hydrogen/oxygen reactor, a turbine connected so as to rotate together with a shaft and a first compressor 19 connected to the shaft. The hydrogen/oxygen reactor has two inflow pipelines 26, 28 and a single outflow pipeline 26. The inflow pipelines 26, 28 function for flowing in mixed gas containing hydrogen. The inflow pipelines 26, 28 function for flowing in mixed gas containing oxygen. The outflow pipeline 29 function for flowing out the mixed gas after partially reacting at least hydrogen and oxygen. The shaft transmits rotary motion formed by the turbine to the first compressor 19. The first compressor 19 is connected to the inflow pipelines 26, 28 to compress and supply the mixed gas containing oxygen to the hydrogen/ oxygen reactor.
