PROBLEM TO BE SOLVED: To provide a program broadcasting system capable of automating program guide information generation work. SOLUTION: This program broadcasting system for multiplexing and broadcasting program data and program guide information is provided with a broadcasting frame generation means 32 for generating the broadcasting frame of the program guide information from the operation schedule of a material for constituting a program and a frame generation rule holding means 34 for holding the generation rule of the broadcasting frame of the program guide information. Then, the broadcasting frame generation means 32 automatically generates the broadcasting frame corresponding to the rule held in the frame generation rule holding means 34. At the time of preparing the program guide information, the most important broadcasting frame is automatically generated.
