PROBLEM TO BE SOLVED: To enable a cutting and/or cut-off device to be used for a thin- diameter pipe body such as a tube arranged in a condenser etc., and cut or cut-off the pipe body in a short time. SOLUTION: The cutting and/or cut-off device is provided with a moving shaft which can be moved in the longitudinal direction of a rotary shaft body, a cutting edge 25 which is arranged on the tip side of the rotary shaft body, and at the tip of which a cutting part for cutting the inner peripheral surface of a pipe body P is formed, and an insertion length regulating member 11 which is formed on the midway of the base end side of the rotary shaft body to regulate the length of the rotary shaft body inserted into the pipe body P. By moving the moving shaft to the tip side in state where the length of the rotary shaft body inserted into the pipe body P is regulated by the insertion length regulating member 11, the inner peripheral surface of the pipe body P is cut or cut-off by the cutting part formed at the cutting edge 25.
