PROBLEM TO BE SOLVED: To provide an underground composite clay liner suitable for forming a water barrier. SOLUTION: An underground composite liner(GCL) 10 containing a water expansive smectite clay placed between a carrier sheet and and a cover sheet, namely, a sodium montmorillonite layer is provided. An inside sheet placed by having an interview with the surface to be protected from the incursion of water, namely, either a carrier sheet or a cover sheet is formed of a material having structure to be further opened so as to allow a bentonite hydrated through the carrier sheet or the cover sheet to pass through it. And the other, namely, an outside sheet has further closed structure, and accordingly, the substantial movement of the bentonite can not be made through the outside sheet, For example, the GCL adherently sticks clay on the sheet material, or the sheet material together with the circumference surrounding a middle clay layer is punched with needles or sewed thereon to make it possible to hold each other.
