PROBLEM TO BE SOLVED: To decide an intermediate cutting length including an appropriate surplus length in the case of executing the intermediate cutting before finish rolling. SOLUTION: This device is provided with a temp. sensor 11 for detecting the temp. of bar steel before the intermediate cutting, roll gap measuring apparatus 12, 13 for respectively detecting the gap length of rolling rolls in a roughing mill and finishing mill and cutting length arithmetic unit 22 (cutting length arithmetic part 226) for calculating the intermediate cutting length based on the length of a main body, temp. detected with the temp. sensor 11 and gap lengths respectively detected with the roll gap measuring apparatus 12, 13.
