PROBLEM TO BE SOLVED: To cope with the generation of interlayer displacement of a flat material and the movement thereof in the vertical and the horizontal directions due to earthquake or the like while easily and securely supporting the plate material at a low cost by providing a ball between a recessed part formed near the center of a head of a support bolt at a cover side thereof and a cover freely to be rotated and slid so that a support bolt can be freely tilted. SOLUTION: A fastening member 4 such as a flat head bolt is inserted into a fitting hole 2 drilled in a flat material 1 while abutting on the inside of the fitting hole, and a fastening nut 9 is screwed with the periphery of an opening side tip of the fastening member 4. The fastening member 4 has a cover part 4c to be formed into the same surface with the room- outside surface of the flat material 1, and a support bolt 5 is provided so that a head part 5a thereof is arranged in a cylindrical hollow part inside of the fastening member 4, and a ball 7 is provided freely to be rotated and slid between a recessed part 5e formed near the center of the head part 5a at a cover 4c side and the cover 4c, and the bolt 5 can be freely tilted by the slide of the ball 7 and the cover part 4c with each other and the slide and the rotation of the recessed part 5e and the ball 7. With this structure, the flat material 1 is securely supported, and this structure can cope with the generation of interlayer displacement of the flat material 1 and the movement thereof in the vertical and the horizontal direction due to earthquake or the like.
