PROBLEM TO BE SOLVED: To provide a system which is able to prevent a lowering of cooling capacity while ensuring movement of hydrogen in a cell in a condition where an environmental temperature is varied, in a heat utilization system using cell rotation type (or valve rotation type) hydrogen storage alloy. SOLUTION: A radiation temperature control means 6b slows down the operation of a radiating water circulation pump P3 and speeds up the operation of a radiating fan so as to lower the temperature of cold output water, in the case where the difference is large between the radiating water temperature detected by a radiating water temperature sensor OS1 and cold output water temperature detected by a cold output water temperature sensor OS3. As a result, the difference between the hydrogen storage pressure by radiating water and the hydrogen discharge pressure by cold output water can be ensured. Further, a combustion rate control means 6c increases the combustion rate to raise the temperature of heating water when the difference between the heating water temperature detected by a heating water temperature sensor OS2 and the radiating water temperature detected by the sensor OS1 is smaller than a predetermined value thereby ensuring the difference between the hydrogen discharge pressure and the hydrogen storage pressure.
