PROBLEM TO BE SOLVED: To provide a high efficiency propulsive system usable for next generation power and a vehicle of super low fuel consumption. SOLUTION: In this high efficiency propulsive system, an operating fluid composed of a mixture organic solvents of low boiling point is sealed in a closed system 12, a high efficiency steam turbine 50 connected to an evaporator 14 and a propulsive device 60 and a cooling means 68 are arranged in the closed system, the steam turbine is driven by converting the operating fluid into high pressure vapor by low temperature energy, turbine exhaust is fed to the evaporator 14 to repeat a cycle by condensing and liquefying it by the cooling means, so that clean fuel can be used to reduce harmful discharge matter, simultaneously realizing low fuel consumption.
