PROBLEM TO BE SOLVED: To provide a production process for a water-in-silicone type emulsion that has increased viscosity by admixing a silicone latex to an aqueous phase in the emulsion. SOLUTION: In this production of the objective water-in-silicone emulsion, (i) a silicone phase is prepared by containing a silicone polyether and a cyclic siloxane, (ii) an aqueous phase is prepared by using water and, as an active ingredient, a personal care formulation as at least one kind of cosmetic which is permissible to be used, (iii) silicone latex is added to the aqueous phase, (iv) the silicone phase and the aqueous phase containing the silicone latex are combined, (v) the combined silicone phase and aqueous phase are mixed until an emulsion is formed.
