PROBLEM TO BE SOLVED: To perform a more comfortable air conditioning control even when an outside air sensor is not provided by storing a calculated target blowout temperature and a set temperature, estimating a proper diffused air temperature when the temperature of engine cooling water is a prescribed value or more in the following ON of an engine key, and calculating the target diffused temperature. SOLUTION: When an engine key is ON, the value in the previous renewing of estimated outside air temperature is stored in a memory 1. When it is judged that the water temperature Tw of engine cooling water is a prescribed value or more, an outside temperature Tout is estimated by use of a target blowout temperature Toc, a set temperature Tset, and a sunshine correction quantity Ts and used for control as an air conditioning control signal. In the estimation calculation, the previous value is read from the memory 1 in an outside temperature estimating arithmetic means 2, and the calculation is performed according to, for example, Tout=(-Toc-Ts+1.6.Tset+7)/1.166. The estimated outside air temperature Tout is transmitted to an air conditioning main control part 4 through an estimated outside air temperature input part 3 and used for the initial air conditioning control when the engine key is ON.
