PROBLEM TO BE SOLVED: To improve productivity of compression and solid fuel-formation of a waste. SOLUTION: A die 10 is filled with a waste and then compressed, and the compressed waste in the die 10 is discharged after repeating the filling and compressing actions. A filling step 14 of a waste (a) to the die 10 a compressing step 15 and a discharging step 17 are circularly arranged at equal intervals around a rotary table 11, and the dies 10 are positioned at each step. Then, each die 10 is sequentially circulated at each step, and the action of each step is simultaneously performed. The solid-fuel-formable waste is used, and at the discharging step 17, the solid fuel of the required size and shape is discharged by extruding the compressed waste via a nozzle.
